The Ministry for Agriculture, Fisheries and Food Supply has launched a public consultation on the Draft Regulations of 2026 (Registration and Issuance of Warrants for Veterinary Surgeons), which aim to strengthen and modernise the legal framework regulating the veterinary profession in Malta.
During a consultation session with stakeholders, Minister for Agriculture, Fisheries and Food Supply Anton Refalo emphasised the importance of a modern regulatory framework that protects animal welfare, public health and the highest professional standards.
“A strong and regulated veterinary profession means greater protection for animals, greater safety for citizens and greater trust in veterinary services. Through these regulations we are continuing to align our legal framework with European standards while strengthening governance and professional responsibility in the sector,” said Minister Refalo.
The regulations propose a clearer system for the registration, licensure and supervision of veterinary surgeons. They establish clear criteria for the exercise of the profession, a transparent application process and a framework for the provision of temporary services by professionals established in other Member States of the European Union.
The bill also strengthens professional obligations, including the need for professional indemnity insurance, compliance with the Code of Professional Conduct and participation in Continuing Professional Development (CPD). Newly qualified veterinarians will also be required to complete a Professional Development Phase before fully entering professional practice.
The regulations protect the use of the titles “Veterinary Surgeon”, “Veterinarian” and “Vet”, while clearly defining the veterinary activities that can only be carried out by authorised professionals. At the same time, they introduce stronger enforcement measures against unauthorised practice and the illegal use of professional titles.
The Ministry is inviting veterinary surgeons, stakeholders and the public to participate in the public consultation via the website konsultazzjoni.gov.mt . The consultation period closes on 7 September 2026. The input received during the consultation will help ensure that the final regulatory framework reflects the needs of the profession and continues to strengthen trust in veterinary services in Malta.
