Prime Minister Robert Abela has announced that the White Rocks complex will be transformed into a national park, scrapping plans for development and returning the site to the public as open green space.
The announcement forms part of a wider package of environmental measures aimed at improving quality of life and protecting public land from speculative development.
Abela said the three sites — White Rocks, Manoel Island and Fort Campbell — will be prioritised in the next legislature, with local plans amended to ensure permanent protection from development.
He also announced that public land located within development zones will no longer be used for speculative projects.
