Minister Stefan Zrinzo Azzopardi announces new international training initiative to enhance firefighter safety and expertiseannounced the launch of a new EU funded international training initiative aimed at strengthening the operational capacity, safety, and professional expertise of firefighters within the Civil Protection Department (CPD).

The project is being implemented with the support of Erasmus+, the European Union’s flagship programme for education, training, youth, and sport which supports the upskilling and reskilling of frontline professionals through high-quality international learning opportunities.

Through this initiative, six CPD firefighters will undertake specialised training in fire behaviour and ventilation, two critical areas in modern firefighting. The training will take place in the Netherlands, where participants will complete an intensive five-day course delivered by a leading European fire training academy with internationally recognised expertise.

The programme will equip firefighters with advanced knowledge and practical skills to better manage compartment fires, interpret complex fire and smoke behaviour, and apply safe, coordinated ventilation tactics. Beyond the direct benefits to the six participants, the project has been specifically designed to achieve long-term and organisation-wide impact. Upon completion of the training, the participating firefighters will act as in-house trainers, cascading their newly acquired expertise through four train-the-trainer sessions, three internal workshops, and the integration of updated content into CPD’s training modules. This structured approach will ensure that the knowledge gained abroad strengthens the skills base of the entire organisation.

The initiative will result in a more modern, standardised, and evidence-based training framework, fully aligned with international best practice in firefighting and emergency response. It will enhance operational consistency, improve firefighter safety, and contribute to the continued professional development of CPD personnel, in line with the objectives of the Erasmus+ VET priority.

Minister Zrinzo Azzopardi emphasised that investing in advanced training is essential to ensure that Malta’s emergency services remain well prepared to respond effectively to increasingly complex fire scenarios while safeguarding the wellbeing of frontline responders. He underlined that this project represents an important step in modernising CPD’s training systems and embedding internationally recognised standards and methodologies across the organisation.

The Minister also expressed his appreciation for the support provided by the European Union Programmes Agency (EUPA), which acts as Malta’s National Agency for Erasmus+. He acknowledged EUPA’s role in supporting the development and implementation of high-quality training initiatives that enable Maltese professionals to benefit from international expertise while strengthening national capacity.
