Employees at the Water Services Corporation are set to receive substantial improvements in pay, career opportunities and professional development following the signing of a new Collective Agreement with the General Workers’ Union. An investment of more than €36 million over the next six years.
Signed in the presence of Minister for the Environment and Energy Miriam Dalli, the agreement marks a key milestone in the Corporation’s ongoing commitment to recognising and rewarding its employees, who play an essential role in delivering water and wastewater services to households and businesses across Malta and Gozo. “This collective agreement reflects the Government’s and the Corporation’s shared commitment to strengthening public service through investment in people. By prioritising development and retention, we are building a stronger organisation which in turn brings better results for the country,” Minister Dalli said.
The agreement delivers a major boost for the Corporation’s workforce, including a revised salary structure, performance-based progression, and guaranteed annual training hours for every employee to support upskilling and career growth. It also introduces new measures that strengthen job stability, reduce staff turnover, and improve internal promotion pathways.

“The General Workers’ Union is satisfied with the Collective Agreement, which covers around 900 Water Services Corporation employees.” The Collective Agreement involves a €36 million investment in both working conditions as well as salaries. Moreover, it sets out a vision for the Corporation and its staff, going forward, in terms of upskilling and training,” said Josef Bugeja, Secretary General of the General Workers’ Union.
The agreement was signed by Karl Cilia, Chief Executive Officer, Water Services Corporation; Joseph Vella, Chairman, Water Services Corporation; Kendrick Bondin, Secretary, General Workers’ Union; GWU Representatives Mark Mckay, Mildred Mifsud, Colin Ferriggi and Richard Vella; Mario Grixti, Deputy Head, Industrial Relations Unit, Office of the Prime Minister.
