Further consensus that the pre-1995 rent reform is a step forward

The Ministry for Social Accommodation has resumed public consultation meetings with various stakeholders on the reform of pre-1995 controlled rents, before the commencement of discussions in the House of Representatives this week.

During a meeting with representatives of the Malta Developers Association, Minister Roderick Galdes described the proposed law as necessary to safeguard people in need of protection, and to ensure justice with owners.

“This is a balanced intervention. With this reform, landlords will no longer bear the burden of protected rents. The government will bear the social burden through a strong rent benefit that can reach up to €10,000 a year for the vulnerable and pensioners,” explained Minister Galdes.

He also listed the issue of inheritance which was another unfair factor placed upon the owners. “After all these years, the law will bring an end to the inheritance of protected leases. Thus, for the first time, the owners will have the guarantee that the property will be returned to them, as it should be,” said Minister Roderick Galdes.

Representatives of the MDA said that this law is the first step forward for the great injustice that has existed for decades.

Minister Roderick Galdes concluded by saying how the state was able to take this step after the various important changes this administration has brought in this sector, with a proactive housing policy that has come up with solutions and assistance for a wider range of people, including the affordable housing projects that the Ministry is exploring together with various social partners.
