Leonid McKay will be appointed as the Chief Executive Officer of Transport Malta. Mr McKay will take up his position with effect from Friday 3 July 2026. He will be appointed to this role after Mr Kurt Farrugia will be serving in another government agency management position.
Mr McKay has experience in leading public authorities and has worked for many years in the social sector. At a government level, in 2018 he was appointed Chief Executive of the Housing Authority where he worked to strengthen the services provided, while a number of new schemes were launched and reforms that had been expected for years began to be implemented. In particular, he launched capital projects in the construction of social housing and reforms in rental laws that provided assistance to thousands of people.
In 2022 he was appointed as Executive Chairman of ARUC, a regulatory body with the aim of providing a regulatory framework for the responsible use of cannabis. In 2024 he also served as Chief Executive of Jobsplus where he launched the plan to build the Labour Migration Policy.
McKay graduated in Sociology and Social Policy at Masters level. He was involved in social activism. He worked for twelve years within the different services of Caritas Malta before being appointed Director in 2014.
In the coming time, the implementation of the integrated mass transport plan ‘Malta in Motion’ will continue, which will be led by lawyer Stephanie Bonello.

Stephanie Bonello graduated from the University of Malta with a Bachelor of Laws (Honours) in 2017 and subsequently obtained a Masters in Law in 2018. She has over nine years of experience in the public sector and during her career has held various positions within different Ministries where she was part of important reforms in the field of affordable housing. Since January 2024 she has served as the Head of Secretariat in the Ministry responsible for mobility and worked closely on the Malta in Motion plan.
Minister for Sustainable Mobility Chris Bonett thanked Kurt Farrugia for his service and commitment and congratulated Leonid McKay and Stephanie Bonello. The Minister stated that he is looking forward to implementing strategic changes in the field of sustainable mobility in our country, mainly the ‘Malta in Motion’ plan. This while continuing to consolidate the success in the aviation and maritime sectors.
