Malta Launches National Archives Strategic Vision 2035 to Protect Heritage and Expand Digital Access

Malta has unveiled the National Archives Strategic Vision 2035, a long-term plan aimed at strengthening the preservation of the country's documentary heritage, expanding digital services and improving public access to historical records.

The strategy was launched by the Ministry for Arts, Culture and National Heritage, alongside a new institutional identity titled The Woven Fabric, symbolising the role of the National Archives as custodians of Malta's collective memory and national identity.

Developed following a year-long consultation process, the vision outlines four strategic priorities intended to guide the institution's development over the coming decade.

Four Priorities for the National Archives

1. New National Archives and Improved Infrastructure

The strategy envisages the development of a sustainable, secure and accessible national archives centre, together with improvements to archival infrastructure in Gozo.

2. Digital Transformation and Preservation

A central priority is strengthening digitisation, protecting records created in digital formats and exploring the responsible use of innovative technologies to preserve Malta's documentary heritage.

3. Better Services and Public Accessibility

The National Archives aims to improve its understanding of researchers, visitors and other users, developing services that respond to their needs while expanding opportunities for research, education and learning.

4. Strengthening Maltese Society

The strategy also seeks to promote public engagement with archival heritage through education, research and greater participation by local communities.

Minister: Investment in Heritage Is Investment in National Identity

Minister for Arts, Culture and National Heritage Malcolm Paul Agius Galea described the National Archives as an essential institution for preserving the country's history and identity.

“The National Archives are not simply a place where historical documents are kept, but they are the living memory of our country,” the Minister said.

He explained that Strategic Vision 2035 provides a clear direction for continued investment in a modern, innovative and accessible institution.

The Minister added that protecting documentary heritage also supports transparency and future generations, while aligning with the aspirations of Malta Vision 2050.

National Archivist Highlights Access and Digital Innovation

National Archivist Professor Charles Farrugia said the strategy builds on existing progress to establish the National Archives as a trusted, accessible and digitally advanced institution.

“When we strengthen the protection and access to our memory, we give tomorrow's generations the foundations to build a better future,” Professor Farrugia said.

He also emphasised the importance of ensuring that archival collections remain accessible and relevant, supporting the protection of rights and the development of knowledge.

Strategy to Be Implemented in Phases

The National Archives Strategic Vision 2035 will be implemented progressively through dedicated action plans and measurable performance indicators.

The long-term objective is to strengthen the institution's capacity to safeguard Malta's documentary records while making its collections more accessible to researchers, students and the wider public.

The new institutional identity, The Woven Fabric, reflects the connection between historical records, collective memory and the stories that shape Malta's national heritage.
