Minister for Justice and Reform of the Construction Sector, Jonathan Attard, delivered the opening address at the 2025 World Forum for Democracy, organised by the Council of Europe in Strasbourg. The Forum, held under the theme “Democracy at Risk: How Can We Revive It?”, brought together European leaders, policymakers and civil society representatives to reflect on the future of democratic governance.
Minister Attard described democracy as a “shared human endeavour,” cautioning against viewing it solely through the lens of institutions and procedures. While emphasising the value of public dialogue and civic participation, he underscored that true leadership demands the courage to act decisively and implement meaningful reforms. “Listening to citizens is essential,” he stated, “but democracy thrives when leaders transform dialogue into action, when they pair empathy with conviction and humility with courage.” Minister Attard urged policymakers to move beyond consultation and to embrace reform that delivers real and lasting change.
Dr Attard presented Malta’s recent democratic reforms as a model of renewal. These include strengthening judicial independence through revised appointment and disciplinary procedures, reinforcing the autonomy of the Attorney General and State Advocate, and introducing stronger checks and balances between the executive, legislative and judicial branches. These reforms were developed in close collaboration with the Council of Europe, the Venice Commission and other European partners, ensuring alignment with international standards.
The Minister also underscored Malta’s commitment to media freedom and announced the conclusion of a national consultation on media reform. Malta was the first EU member state to adopt the Anti-SLAPP Directive, sending a clear message against abusive legal actions intended to silence public-interest journalism.
Beyond institutional reform, Dr Attard highlighted the importance of civic education and digital literacy, particularly among young people. He described these efforts as essential to equipping citizens with the tools to engage meaningfully in public life and to counter the threats posed by disinformation and polarisation.
In closing, Minister Attard reaffirmed Malta’s commitment to the core values of the Council of Europe, human rights, democracy and the rule of law, and expressed strong support for the New Democratic Pact for Europe. He also paid tribute to Malta’s Permanent Representation to the Council of Europe for its role in advancing dialogue and cooperation during Malta’s Presidency.
As part of the cultural programme accompanying the Forum, Minister Attard inaugurated Fragile Foundations, a contemporary art exhibition curated by Fabrizio Mifsud Soler and featuring works by Maltese artists Francesca Balzan, Rebecca Bonaci, Kane Cali and Shaun Grech. The exhibition explores themes of resilience and renewal, offering a reflection on the democratic process itself. “Democracy, like art, is never static,” remarked Minister Attard. “It is brought to life through participation and reflection, through the will to engage, to imagine, and to act together in shaping the common good.”
Later that evening, Minister Attard joined dignitaries and guests at a Gala Concert held at the Opéra national du Rhin. From the heart of the Mediterranean to the heart of Europe, the event stood out as one of the most eagerly anticipated moments of Malta’s cultural programme during its Presidency. Under the artistic direction of Sean Buhagiar, the concert offered an unforgettable journey through lyrical masterpieces, Mediterranean influences and contemporary sounds. Maltese artists Joseph Calleja, Carmine Lauri, Nico Darmanin, Cliff Zammit Stevens, Destiny Chukunyere, Mariele Zammit and Maria-Elena Farrugia delivered powerful performances in tribute to the shared values of justice, dignity and peace. It was a celebration of Europe’s cultural richness and a reflection on the enduring promise of human rights.
