MHRA Welcomes Minister Byron Camilleri’s Proposal for On-the-Spot Fines

The Malta Hotels and Restaurants Association (MHRA) supports the proposal by Dr Byron
Camilleri, Minister within the Ministry for Home Affairs, Security and Employment, to
introduce on-the-spot fines for short-term visitors without a permanent residency permit
who breach Maltese laws.

This measure reflects a long-standing MHRA recommendation to strengthen enforcement,
protect community well-being, and safeguard Malta’s reputation.

Malta is welcoming, but respect for its laws and residents is non-negotiable. Immediate
fines will serve as a clear deterrent and help maintain order and standards.

MHRA remains committed to working with Government to ensure effective and fair
implementation.
