Scheme for commercial renewable energy installations launched

The Government is launching a new call-for-offers scheme for installations that generate electricity from renewable energy sources.

“This scheme is another step towards strengthening energy security. We want to continue supporting larger-scale projects while opening up new opportunities for investment in sustainable solutions,” said Minister for Energy Miriam Dalli during the launch.

More than 40MW of renewable energy capacity will be available under the 2025 Invitation to Bid (ITB) process, with 20-year contracts offering a premium payment per kWh. This follows a record year in which 30MW of PV systems are set to be installed through signed contracts.

For the first time, bids with a capacity between 40 and 200 kW will allow bundling of smaller installations under 40kW into one bid; creating opportunities for distributed rooftop solar that previously didn’t qualify for support under the ITB process.

This year, the regulations were also revised to allow registered farmers to install panels on their greenhouses while ensuring the protection of the agricultural product. Further details will be given in the coming weeks, including about inspections that will be carried out to ensure compliance with the project, along with the mandatory submission of a report confirming that the investment is being implemented in accordance with the required obligations.

The scheme includes:

  • Category 1: 40kW–200kW projects (first call: 220kW available)
  • Category 2: 200kW–1MW projects (first call: 2,226kW available)
  • Category 3: Projects of 1MW+ (One call with 38MW available)

Awarded projects under 1MW will have two years to complete; larger ones will have three years, with no loss of funding during that window.
