Progress in the scanning system at the Land Authority

The Minister for Lands and the Implementation of the Electoral Programme, Stefan Zrinzo Azzopardi, visited the Land Authority at the Bavarian Auberge, Valletta to closely observe the process of scanning and digitising administrative documents and land registrations.

This digitisation process began in April 2022 as part of a wider effort to improve operational efficiency and reduce bureaucratic procedures for the benefit of the public. To date, approximately 53,000 files have been scanned and sealed, meaning that more than a third of the documents have been successfully digitised.

Between February 2024 and February 2025, 23,000 files were scanned – substantial progress with an increase of 9,000 files on the previous year’s amount. The scanning process will continue on around 100,000 files, many of which will be scanned for the purpose of document conservation and better archiving. These documents date back to the beginning of the Lands Department. Today, with the online application process, the files are being digital from the start.

The Minister stressed that the Authority is making a substantial investment in more advanced technological systems that will help speed up the process and offer a more efficient, secure, and transparent service. “This digitalization initiative is a very important step in continuing to improve our services to the public. We are determined to make the necessary investments to facilitate administrative procedures, work more effectively and at the same time increase transparency and accessibility for all citizens and professionals,” said Minister Zrinzo Azzopardi.

The scanning process is one of several initiatives aimed at modernizing the country’s public services in every area of ​​public administration.
