The elected and administrative members of the Local Government attended the training program called ‘Train the Trainer’.
This training program is part of a series of activities and initiatives that are being organized on the occasion of the 30th anniversary of the establishment of the Local Councils in Malta and Gozo which is being celebrated this year.
‘Train the Trainer’ was organized by the Local Government Division and the main objective of this training program is to provide the necessary information and knowledge to elected and administrative members of local councils and regional on how to execute their responsibilities according to the principles of good governance.
Parliamentary Secretary for Local Government Alison Zerafa Civelli said that learning and training are a necessary tool that help to adapt and address in the best possible way the present challenges and needs. She also pointed out that the holistic training on good governance for elected and administrative members of Local Councils is one of the objectives of the National Strategic Vision of Local Government.
“Through this training we have already started to implement what we designed together and launched a few weeks ago, the National Strategic Vision for Local Government,” said Parliamentary Secretary Zerafa Civelli. She praised the mayors, executive secretaries, and partners present who attended this training program and wished success in the implementation of the information they gained from the training.
For this training program there were three main speakers specializing in the governance and public policy sector. These were Mrs. Lia Magnaguagno from the Center of Competence of the Council of Europe, and Dr. Kurt Borg and Dr. Luke Joseph Buhagiar, two lecturers from the Department of Public Policy at the University of Malta. Journalist and historiographer Dr Charles Xuereb also spoke, where he explained the first Local Government structures in our country and governance in the Maltese islands over the years.
The Permanent Secretary for the Ministry for National Heritage, Arts and Local Government Joyce Dimech said that integrity, ethics, good governance and the common good are fundamental pillars for good administration, with a special way in public administration where funds and public services are involved.
Director General of the Local Government Division Natalino Attard said that this training program is the beginning of a series of training that will be given by the Local Government Division for-Executive Secretaries, employees and members of local and regional councils, who are being coordinated together with the Institute of Public Services, as well as in collaboration with both the University of Malta and MCAST.
