A game that was mostly forgettable sparked into life when Cole Palmer looked to have clinched the match for City with twenty minutes remaining. But Leandro Trossard equalised in the 101st minute when his shot deflected into the back of the net.
With no extra time being played, the game went straight to penalties.
Kevin de Bruyne hit the crossbar before Rodri’s effort was saved and then Fabio Vieira converted to secure the silverware for Arsenal.
