Is-Siċċa project announced: €40 million investment to regenerate the San Luċjan fuel storage facility

Minister for Energy, Enterprise and Sustainable Development Miriam Dalli announced a €40 million regeneration project replacing the San Luċjan Fuel Storage Facility in Birżebbuġa. The facility will be transformed into a recreational zone for families as well as a hub attracting new economic niches.

‘Is-Siċċa’, as this project will be known, is to offer over 18,000 square meters of recreational spaces, giving a new lease of life to the south of Malta, especially the Qajjenza area in Birżebbuġa and Marsaxlokk. It will serve as a Mediterranean hub for research and innovation, attracting new industries such as aquaculture, the blue economy and the circular economy.

The project was launched during a press conference addressed by Minister Miriam Dalli and Giovanni de Niederhausern, Senior Vice President at Pininfarina’s Architecture. The project was in fact designed by world-renowned firm Pininfarina. It developed an innovative design that complements the surrounding natural environment and uses natural resources for better climate conditions in the building. It is planned that up to 70% of energy consumed is derived from renewables and energy efficient systems.

“Is-Siċċa will not only replace a polluting industry but will be an innovative project meeting the goals of sustainability: it will generate quality economic activity with a positive impact on the environment and society”, Minister Miriam Dalli explained.

In his presentation, Giovanni de Niederhausern said that, “‘Is-Siċċa’ is inspired by the prominent cliffs overlooking it-Torri ta’ San Luċjan; the design follows a soft, smooth gesture which connects two elements, water and earth, generating an unprecedented bond between nature and architecture. It will include diverse uses such as multiple commercial and recreational spaces for the local community, as well as areas for educational, research and innovation purposes, serving as an incubation space for eco and blue industries.”

From an economic point of view, ‘Is-Siċċa’ will offer open spaces for start-ups with various services and resources for entrepreneurs in the field of sustainability and innovation, incubation centers for green industry, and spaces allocated for educational facilities. Whilst 7% of the space will be allocated for the industry, over 50% of the project will be dedicated for recreational usage.

“The main focus of this project is to provide a better quality of life for residents. The beach will be given back to the residents whilst creating open spaces for cultural and social activities, also to improve mental health and quality of life”, explained Miriam Dalli.
