The Ministry of Justice, Equality and Governance, under the leadership of Minister Edward Zammit Lewis, published a call for two European Delegated Prosecutors who will be seated in Malta and part of the European Public Prosecutor’s Office (EPPO)
The European Public Prosecutor’s Office’s (EPPO) main purpose is that of enhancing the investigation, prosecution, and the bringing to judgment of offences which have an inherent effect on the Union’s financial interests. Examples of these offences include fraud, financing, of terrorism and money laundering offences.
The two European Delegated Prosecutors will be responsible for those investigations and prosecutions under their responsibility, either because they instituted the proceedings themselves or they have been allocated to them. Moreover, they will follow the instructions of the Permanent Chamber in charge of a case, as well as from the supervising European Prosecutor. Additionally, the Delegated Prosecutor will also be responsible for bringing a case to judgement.
Malta remains steadfast in its apporach to meet the commitments undertaken upon becoming a Participanting Member of the EPPO. Since the establishment of the EPPO, the Government has always issued open public calls which are available online and in the Government Gazette. This will ascertain that the process for appointment is transparent, independent and fully impartial from any political bias. Such a transparent process is even more possible since the two European Delegated Prosecutors shall be nominated by the Maltese Government. Subsequently, they shwillall appointed by the College of Prosecutors upon a proposal by the European Chief Prosecutor, Ms Laura Codruța Kövesi.
The Government has managed to work very efficiently and effectively with the European Commission and the current German Presidency of the Council of the European Union. It has managed to do this even under the unprecedented challenges presented by the COVID-19 pandemic. This is mirrored by the recent appointment of Malta’s European Public Prosecutor Dr Yvonne Farrugia, and the publication of this call for two European Delegated Prosecutors.
