As the submission phase for the Preliminary Qualification Questionnaire (PQQ) related to Malta\u2019s first offshore wind farm concession has concluded, submissions were presented. The PQQ, which was launched in December of last year, marks a significant step in the development of this pioneering renewable energy project.<\/p>\n
\u201cThis is an important step forward for the project and a clear signal that the process has truly kicked off. What was once an exploratory initiative has now entered a structured and active phase,\u201d Energy Minister Miriam Dalli commented.<\/p>\n
Malta is taking a major step towards harnessing offshore renewable energy through the development of its first floating wind farm. The project, which will be awarded via a Competitive Dialogue Process, will involve the design, construction, operation, and eventual decommissioning of a wind farm located beyond Malta\u2019s territorial waters, within an area to be declared as part of the country\u2019s Exclusive Economic Zone (EEZ). With an expected installed capacity of around 300MW, the project also includes the operation and maintenance of an offshore substation and export cable system, which will remain government owned. The electricity generated will be fed into Malta\u2019s national high-voltage distribution grid.<\/p>\n

This project represents an important milestone for Malta\u2019s renewable energy sector, as it introduces diversification to the country\u2019s renewable energy portfolio. It is a key component of Malta\u2019s National Energy and Climate Plan (NECP), which outlines the strategic transition toward a sustainable, decarbonized\u00a0energy\u00a0mix.\u201d<\/p>\n
The submissions received as part of the PQQ reflect strong interest from both Maltese and regional players:<\/p>\n

Code Zero Consortium<\/strong> \u2013 led by SEP (Malta) Holding Ltd, with partners Kornelio Energy 1 Limited, M. Demajo (Holdings) Limited, and NMK Renewables Limited.<\/li>\n
Atlas Med Wind<\/strong> \u2013 led by GreenIT SpA (Italy), partnered with Seatrans Shipping Ltd, Central European Advisors Limited, and CI V Transfer Co\u00f6peratief U.A.<\/li>\n
MCKEDRIK Sole Member Ltd<\/strong> \u2013 a sole applicant based in Greece.<\/li>\n<\/ul>\n
The evaluation process is now underway. As outlined in the PQQ, this stage is focused on verifying compliance, technical experience, and financial capability. It does not include any financial offers at this point; pricing information will only be requested at a later stage from candidates who qualify to proceed.<\/p>\n
The submissions include extensive documentation, and while the process involves a considerable amount of information to assess, the Contracting Authority\u2019s priority is to carry out a thorough and diligent evaluation. The current plan is to issue the next stage of the process to qualifying candidates by early next year.<\/p>\n
In parallel, InterConnect Malta is also working on detailing the technical and financial criteria that will be shared with candidates who successfully pass this stage and opt to move forward.<\/p>\n
