Labour leadership contender Owen Smith has pledged to give more power to party members and allow them to have final sign-off on manifesto pledges.
Mr Smith is locked in a fierce contest with the current leader of the Labour Party, Jeremy Corbyn.
The result of the ballot will be announced on 24 September.
The first ballot papers are currently being sent out to the estimated 640,000 members.
